Liquid Alcohol Extract
A tincture is a liquid alcohol extract of some type of herb, so a CBD tincture consists of CBD concentrated into an alcohol based solution.
Some herbalist would define a tincture as a any non-water based solvent, but in reality a true tincture should be made using 80 proof or higher alcohol.
